I. Organisation            :           Neyveli Lignite Corporation Limited, NEYVELI

 RESPONSIBILITIES:

 As Director (Personnel) handled the following major areas.

1. Personnel and Administration, 2. Township Administration, 3. Land Acquisition, 4. Training and Development,  5. Medical Services, 6 Education, Sports and Culture, 7. Transport, 8. Civil Engineering,  9  Services and Industrial Engineering, 10. Legal, 11. Safety, 12. Security and Fire Services.

 Held additional charge of Corporate assignments related to Projects & Planning, Marketing, Material Management, Contract Division, Thermal Power Stations, Mining, Fertilizer Factory and B&C Plant;  was designated as occupier of all the Industrial Units and Mines under relevant Acts. 

 Discharged one of the longest directorial positions, spanning maximum functional and operational areas; was the lone Functional Director other than CMD to stand as senior most and headed the committee of Directors and ensured timely decisions on most of the issues related to Purchase, Projects, Contracts, Finance, Personnel, Mines, Thermal and Chemical Units within the delegation of CMD for considerable period and thereby undertaken higher responsibility successfully.

 ACHIEVEMENTS / SIGNIFICANT CONTRIBUTION:

·         There was a time when NLC was not having Director (Finance) for 11 months, Director (Power) for more than 1 year, Director (P&P) for 3½ months, Director (Mines) for 4 months.  During the tenure of holding additional charge of various areas, the production and productivity had been improved remarkably.  Contributions in this regard have been noteworthy.

 ·         Contributed significantly to Project Planning by suggesting effective cost reduction methodologies, which in turn contributed to bring down the project cost to a great extent.

·         In Civil and Industrial Engineering ensured cost reduction in many areas; for instance, 50% recurring savings in Tender Advertisement  etc.  NLC bagged Coal India Gold Medal during my tenure for enhancing the productivity  by adopting Industrial Engineering Techniques.

 ·         The entire mining operation could have come to a grinding halt for want of land, which could not be taken possession for over 5 to 10 years on account of non-vacation by the villagers and various litigations.  Ensured taking possession of the lands for immediate Mining purposes and for future Projects by smooth eviction, overcoming many hurdles in the process.

 ·         Ensured settlement of over 10,000 Land Acquisition cases pending for many years before High Court, District Court, Sub-Court, etc., through Lok Adalat and paved way for smooth handling and taking possession of the lands by NLC.

·         Steps initiated for streamlining the functioning of Material Management during the tenure of additional charge including regular monitoring, pruning purchase proposals for high value items, control on inventory, implementation of staggered delivery and strict enforcement of LD clause.

·         Streamlined the entire functions of Township Administration covering about 50 sq. kms with 21,000 self contained quarters, a number Educational Institutions, non-residential buildings, commercial establishments, plots, Swimming Pools, In-door and Out-door Stadiums, Places of Worship, Recreation Centres etc. catering to the need of around 3 lakhs population and 40,000 children, including Electrical, Civil, Mechanical maintenance and allotment of Houses/Sites/Plots for residential and commercial purposes and converted number of areas as a profit centre. 

 ·         Responsible for successful implementation of Wage Revision and Pay Scale Revision within a short span of taking over, defusing prevailing volatile atmosphere, well below the financial limit with conversion of Unionised Supervisors into Non-Unionised and   three tier allowance system with linkage to attendance from the existing single tier system for Workmen, Supervisors and Executives to reduce scope for collective agitation. A similar settlement was made recently effective for 10 years. Other important settlements include Revision of LTA/LTC Scheme, Quarterly Plant Performance Reward Scheme and Productivity Incentive Scheme. 

§  To reduce the rate of absenteeism and to improve discipline has successfully modified the payment of major allowances to all employees on per diem basis linked to attendance and productivity despite stiff resistance.

·         Handled a number of major strikes involving stoppage of work by entire workforce firmly without yielding to any kind of pressure and ensured wage recovery, unconditional withdrawal of the strike despite complexity of inter and intra union rivalry with over 50 Trade Unions and Associations.  Even after strikes and agitations cordial industrial relations and production was ensured with minimum man-days loss.  The incidents of labour unrest had been slashed drastically and any semblance of its occurrence was amicably settled spontaneously. 

·         Responsible for overall reduction of over 2,500 regular employees during my tenure in spite of regularisation of about 2400 INDCOSERVE personnel as per accord.  Responsible for reaching understanding with Unions and Associations for re-deployment of manpower from Chemical Units on its closure without additional manpower for new projects and steps initiated for further reduction of regular manpower and contract personnel.

 ·         Introduced the concept of “Walk-in-Interview” and formulated a new system with transparency in the regularisation of INDCOSERVE workmen with publication of the result on the date of interview removing scope for malpractice with overwhelming appreciation.

 ·         Successfully handled the portfolio of President, NLC Employees Provident Fund Trust, President, Jawahar Education Society, President, Aravbindo Vidyalaya, Chairman NLC School committee, Chairman, Sports Control Board and other responsible assignments.. Also settled over 10000 cases which were evading solution in sub court to supreme court   through “Lok Adalat” on issues relating to Land Acquisition and Gratuity.

 
II. Organisation:          OIL & NATURAL GAS CORPORATION LIMITED  

 
Designation:             GROUP GENERAL MANAGER / GENERAL MANAGER, MUMBAI / CHENNAI

 
RESPONSIBILITIES:

 
Responsible for entire gamut of Human resource management including Personnel, Industrial relations, Administration, Education, Legal, Estate Administration with Civil, Electrical maintenance, Training and development, Security and other allied matters of Southern / Mumbai region.  Also associated with Corporate Personnel and Administration including Industrial Relations.

 
ACHIEVEMENTS:


Excelled in every assignment and received Certificate of Appreciation from the Secretary (Petroleum), GOI, CMD / DIRECTOR (PERSONNEL), ONGC and Executive Committee of ONGC with nomination for “Manager of the Year Award”.  Significant achievements include:

·   Nominated as Member of High Power Committee to enquire and to defuse crisis situation subsequent to devastating fire involving loss of over 100 Crores.  Ensured normalcy by tactful handling of the situation.

 ·   Introduced many cost reduction and Productivity increasing measures such as optimal utilization of storage space, framing of tender advertisement, simplification of personal claims, manpower redeployment, etc. with savings running into crores of rupees.

 ·   Formulation and implementation of a number of Schemes as an endeavour to improve upon the prevailing work and Organisational practice leading to excellence in productivity, Team building and creativity. 

 ·         Settled over 100 cases of grievances at the level of Chief Manager, Deputy General Manager, General Manager and Chief General Manager as Chairman of Corporate Grievance Committee covering all the Regions of ONGC.

 ·   Responsible for settlement and entering MOU with Joint Council of Unions / Associations on Wage Revision, Pay Revision, Employee Pension Scheme, Career Growth Scheme, etc.

 ·   Defused the strike resorted to by the Karmachari Sangh affiliated to Shiv Sena, which could have resulted in huge production loss in Mumbai Offshore and ensured normalcy within a short span.

 ·   Responsible for establishing a forum called LEAF (Leading Employment Assistance Forum) under the aegis of ONGC, to assist and guide SC/ST youth, with over 10,000 members, guiding them to secure gainful employment.  The forum has secured many landmarks within a short span and is a pioneer in serving the weaker section of the society.

 ·   Formulated many special training modules without affecting the day to day working of the individuals thus improving productivity.

 III. Organisation:        INDIAN TELEPHONE INDUSTRIES LIMITED, RAE BARELI

RESPONSIBILITIES:

As Additional General Manager, Indian Telephone Industries Ltd. reported to two of the Directors on the Board of ITI, a multi-billion multiunit Organisation with over 30,000 employees scattered all over India. Joined to look after HRD functions of one unit got elevated and looked after multi units with strength of over 10,000 with corporate assignments from time to time.

 ACHIEVEMENTS:

 ·         Indian Telephone Industries Rae Barelli, which was running in loss from inception, was converted as profit centre and my contribution had been noteworthy.           

 ·         Resolved the problem of multiplicity of Trade Unions in shortest span through secret ballot in spite of severe resistance for improvement in Industrial Relations climate.  Subsequently one of the provisions made in the IR amendment bill 1988 for curbing multiplicity of Trade Unions is in line with the same principle.  Contributed for evolving a viable industrial culture and proper work ethos and smooth induction of CISF.

 ·         Instrumental in entering into agreement with the recognized Unions on diverse issues viz.  Wage / Pay Revision, Career Growth, Target Achievement, Incentive Scheme, Time bound Promotion Policy, Multiple Trade Scheme, Productivity linked Bonus Scheme, Abolition of Over Time, Abolition of Casual / Contract Employment etc. While the agreement on Incentive Scheme resulted in over 75% increased Production, the Abolition of Over Time saved over Rs.1.0 Crore per annum and for completion of Target has resulted in handsome Profit wiping out all losses accumulated since the inception of ITI Rae Barelli.

 ·         Ensured highest production through training centre by technical apprentices of various trades.  

·         Responsible for establishment of Educational Institutions to cater to the requirement of wards
